பதவி உயர்வில் இடஒதுக்கீடு வழங்கும் சட்டத்திருத்த மசோதா மாநிலங்களவையில் நிறைவேறியது: 206 உறுப்பினர்கள் ஆதரவு.

பதவி உயர்வில் எஸ்.சி.,எஸ்.டி. பிரிவினருக்கு இட ஒதுக்கீடு வழங்கும் சட்டத் திருத்த மசோதா கடந்த வாரம் மாநிலங்களவையில் தாக்கல் செய்யபட்டது. அதன்பின்னர் விவாதம் நடத்தப்பட்டது. அப்போது முலாயம்சிங்கின் சமாஜ்வாடி கட்சி இந்த மசோதாவிற்கு கடும் எதிர்ப்பு தெரிவித்தது. அவர்களுக்கு ஆதரவாக, உ.பி.யில் அரசு ஊழியர்கள் ஸ்டிரைக்கிலும் ஈடுபட்டனர்.
இந்த மசோதாவில் சில திருத்தங்கள் செய்ய அரசு சம்மதம் தெரிவித்ததையடுத்து, அதனை நிறைவேற்றுவதற்கு, பிரதான எதிர்க்கட்சியான பாரதீய ஜனதா ஒத்துக்கொண்டது.
இன்று மக்களவையில் சமாஜ்வாடி கட்சி உறுப்பினர்கள் அமளியில் ஈடுபட்டனர். இதனால் நாள் முழுவதும் அவை ஒத்திவைக்கப்பட்டது. கல்வி மற்றும் அரசு வேலை வாய்ப்பில் முஸ்லிம்களுக்கு தனி இட ஒதுக்கீடு வழங்க கோரி மாநிலங்களவையில் சமாஜ்வாடி உறுப்பினர்கள் அமளியில் ஈடுபட்டனர்.
இந்நிலையில் பதவி உயர்வில் இடஒதுக்கீட்டு சட்டத்திருத்த மசோதா மீது மாநிலங்களவையில் விவாதம் முடிவடைந்த நிலையில், இன்று மாலை வாக்கெடுப்புக்கு விடப்பட்டது. 206 உறுப்பினர்கள் மசோதாவை ஆதரித்து வாக்களித்தனர். காங்கிரஸ், பா.ஜனதா, தி.மு.க., அ.தி.மு.க., பகுஜன் சமாஜ், இடது சாரி உறுப்பினர்கள் ஆதரவு தெரிவித்து வாக்களித்தனர். 10 பேர் மட்டுமே எதிர்த்து வாக்களித்தனர்.
மூன்றில் இரண்டு பங்குக்கு அதிகமான வாக்குகள் கிடைத்ததால் அந்த சட்டத்திருத்த மசோதா நிறைவேறியதாக மாநிலங்களவை தலைவர் ஹமீது அன்சாரி அறிவித்தார்.
New Delhi: A Constitution amendment bill providing for quota for SCs and STs in government job promotions was today passed by Rajya Sabha with an overwhelming vote of 206 in the 245-member House.
10 votes were polled against the proposed legislation, which was strongly opposed by UPA ally Samajwadi Party but pushed by another supporter BSP creating a difficult situation for the government.
Those who voted against the contentious Constitution (117th Amendment) Bill, 2012, were nine members of Samajwadi Party and an independent Md Adeeb.
Being a Constitution amendment bill, there was a requirement of the two-third majority, which was easily surpassed as 206 voted in favour in the House, where 216 members were present.
All four members of Shiv Sena, which was also opposed to the Bill, were not present in the House.
The bill, which provides for reservation proportionate to population of SCs and STs, was approved by the Union Cabinet on September 5 against the backdrop of Supreme Court quashing such a decision of the Uttar Pradesh government earlier this year.
Replying to the two-day debate, Minister of State for Personnel V. Narayanasamy said the bill seeks to correct the ‘inadequacy’ in representation of SCs/STs in higher positions in government jobs.
